| RECREATION OPEN SPACE AND RECREATION PLANS
HVA has managed, coordinated and/or reviewed the development
of numerous Open Space and Recreation Plans in accordance with the provisions established
by the Pennsylvania Municipalities Planning Code and the needs of the community. Our
responsibilities included collecting background documentation; conducting inventory of
existing recreation areas and facilities; evaluating existing and future recreation needs;
preparing recommendations for short- and long- term needs; establishing requirements for
mandatory land dedication and/or recreation impact fees; preparing implementation
schedule; coordinating schedules; reviewing potential funding sources, and attending
public meetings and hearings. Recently, J. Jerome Skrincosky, AICP, was the lead planning
consultant for the City of Reading 10-Year Park, Recreation and Open Space Plan.
MASTER PARK DESIGNS AND PLANS
HVA has managed and coordinated the design of several Master
Park Plans, including the site design for regional parks, neighborhood parks and
mini-parks. We have assisted with the design of many recreation facilities including
baseball fields, basketball and volleyball courts, football and soccer fields,
amphitheaters, tot lots, picnic groves, walking and biking trails, interior vehicular
access roads, off-street parking areas, stormwater management facilities, sanitary sewer
facilities and water supply facilities. HVA has also prepared numerous grant and/or loan
applications for the required site improvements. We have the experience that can help you
turn your recreation goals into practical, attractive facilities that will be enjoyed by
future generations.
RECREATION IMPACT FEES AND ASSESSMENT
HVA has capabilities to assess the provisions for mandatory
dedication of open space areas and/or recreation impact fees as a result of proposed
subdivision and land development activity within any municipality in accordance with the
provision specified by the Pennsylvania Municipalities Planning Code.
