| COMPREHENSIVE PLANNING MUNICIPAL COMPREHENSIVE PLANS
HVA has managed the preparation of 16 municipal comprehensive
plans for various municipalities within Berks, Chester and Lancaster Counties. Our
responsibilities as the project leader and consultant included writing the text;
collecting background information; establishing goals, objectives, and policies regarding
land use, growth, and development; preparing a future land use plan, community facility
plan, and a transportation plan; establishing an implementation schedule; preparing and
submitting grant applications; preparing a capital improvements plan; and coordinating all
public meetings and hearings. Presently, HVA is the lead planning consultant for the Caln
Township Comprehensive Plan Update and the Muhlenberg Township Comprehensive Plan Update.
REGIONAL COMPREHENSIVE PLANS
HVA has the capacities to facilitate, coordinate and manage
regional comprehensive plans. We understand the importance of listening to community
leaders and special interest groups; addressing past, present and future issues and
concerns; collecting adequate and useful information; presenting alternatives in an effort
to build a consensus of planning philosophies; identifying feasible and practical ideas;
and recommending a future plan for the next generation to utilize and implement.
Presently, J. Jerome Skrincosky, AICP, is the lead planning consultant for the Southern
Berks Regional Comprehensive Plan.
HVA has assisted numerous municipalities with the evaluation
and interpretation of comprehensive plans, including the review of the principal
components and foundation that established the goals, objectives, and policies for future
land use, community facilities, economic development, recreation, environmental protection
and transportation.
