| ABOUT US J. Jerome Skrincosky, AICP, is the
president and chief operating officer of this rising company. He has over 18 years of
professional planning experience accumulated from working with both the public and private
sectors of government.
Jerome has extensive experience in the preparation, interpretation, coordination, and
analysis of comprehensive plans; zoning ordinances and maps; subdivision and land
development ordinances; municipal sewage facility plans; and open space and recreation
plans. He also possesses familiarity with the Pennsylvania Municipalities Planning Code,
Pennsylvania Sewage Facilities Act and Pennsylvania Traffic Impact Fee Law. Jerome also
has experience in the design of master park plans, reviewing subdivision and land
development plans, managing construction projects and municipal site improvements,
preparing grant applications, and testifying as an expert witness in the fields of
planning and zoning.
Presently he is the lead planner and consultant for the Southern Berks Regional
Comprehensive Plan; the City of Reading 10-Year Park, Recreation, and Open Space Plan; the
Caln Township Comprehensive Plan, and the Muhlenberg Township Comprehensive Plan. He has
intimate familiarity with many municipalities within the Commonwealth of Pennsylvania,
particularly with Berks, Chester, Montgomery, Lehigh, Schuylkill, Lebanon and Lancaster
Counties.
Jerome is a graduate of Bloomsburg University and is recognized as a certified planner by
the American Planning Association and the American Institute of Certified Planners. He
regularly attends seminars in order to stay on top of the contemporary theories, laws, and
practices of the planning profession.
